I understand now: you want to give resources away to lucky people. That's fine by me, but you're still young (population 23) and you need to grow a little bit before you can afford to do this. I bet you don't even have a marketplace (Trading Post) yet. Enjoy playing EV!

lol a decent amount of resources is like 4000-7000 lol and for 7000 u need a lvl 14 marketpalce...
